Toonel Privacy Policy

Last updated October 6, 2026

Toonel is a VPN client for Windows that connects to servers you provide. This policy explains what the app does with data. The short version: Toonel does not collect your data.

What Toonel does not do

  • It has no accounts, no sign-in, no analytics, no advertising and no crash reporting.
  • It does not send any information about you, your device or your usage to the publisher or to any third party.
  • It does not run any servers: all traffic goes to the servers you added.

What stays on your PC

Toonel stores the following only on your device, in the app's local data folder, and never uploads it:

  • the servers you added (including any credentials inside their share links, subscriptions or configs),
  • your routing rules and settings,
  • downloaded community rule lists,
  • logs: a service log (what the tunnel service did, for troubleshooting) and, only if you turn it on, a connection log (the addresses your PC connected to while recording was on, replaced each time you connect).

Uninstalling the app removes its data. You can also delete the files yourself with Settings → About → Open data folder.

Network connections Toonel makes

  • To the VPN servers you added, to carry your traffic.
  • To cp.cloudflare.com (a Cloudflare "trace" page), through each route, to show you on screen the IP address and country your traffic exits from, and to measure latency when you test a server. Cloudflare sees a request from that exit IP; Toonel sends no identifier.
  • To GitHub and jsDelivr, only when you enable a rule that uses a community list, to download that list (for example from github.com/Chocolate4U/Iran-v2ray-rules, runetfreedom/russia-v2ray-rules-dat, Loyalsoldier/v2ray-rules-dat). These sites see the download request from your IP address (or your VPN's exit IP, depending on your rules).

What the app changes on your PC while connected

It creates a virtual network adapter, adds routes and DNS settings for it, and can add Windows Firewall rules (kill switch, DNS leak guard). It removes them when you disconnect or quit. A small Windows service installed with the app does this with system rights; it only acts on requests from the app on the same PC.

Children

Toonel is not directed at children and collects no personal data from anyone.
